I am working on a scholarship piece by Carl Maria von Weber a German early-romantic composer. I know there are some stylistic things I need to include, but I do not know what. I think I am supposed to do things like start my trills on the upper note, but I am not sure.
Any help you can give would be great.

I'm sure many, if not all, of the forumgoers are familiar with Weber...
Which piece?
Trills usually start on the lower note with Weber. Play with a bit of rubato, but don't let it drag.

I am playing the second movement of "Concerto No. 2" for Clarinet, Op. 74, Edited by Reginald Kell.
It says "Romanze" on the top. I am not sure what that means either.
