What exactly is the purpose of Reed Rush? Is it used for the same purpose that one uses a reed knife for?

I heard that it is an alternate to sandpaper but takes off quite a bit more cane than sandpaper does.

Yeah, it's like... when you have a reed that seems just the slightest bit too hard, or needs to be broken in a little faster, you give it a little rub with reed rush. Although, I have seen varying techniques on how to use it...
