The Normandy is made by Leblanc. Leblanc is one of the top four quality clarinet makers. At one time, the Normandy was a plastic, beginner level instrument. Then Leblanc introduced the plastic Vito and upgraded the Normandy to a be a wooden step up instrument and is just a single step up from the Vito. This happened at roughly the time period you speak of so you will have to check the instrument yourself to determine if it is wood or plastic.

Not all plastics are created equal by the way. If you have a plastic no-name, the Normandy (either wood or plastic) could be substantially better than what you now have. If you have a plastic Leblanc Vito, Buffet B-12, Selmer Bundy, or equivalent Yamaha, a plastic Normandy would be in the same class while the wooden Normandy would be a small step up.

You might want to start looking for a used Leblanc Noblet 40 or Noblet 45, Buffet E-11 or E-13, equivalent Selmer or equivalent Yamaha.

Dee's advice is very good and comprehensive. I recently worked-up a [fairly old] wood Norm. and found it to be very good, easy to play and quite well in tune with itself and others. Of course I tried it out with one of my best mp's and had some prejudice re: LeBlancs! But look around, there are many "reasonably" good , inexpensive cl's out there. Luck, Don
