Are you looking for schools in the United States or in your area in eastern Europe?
Most US schools are on an audition basis. A good friend of mine came to the us to do his graduate degree from Japan. All hedid was make an audition tape of good quality and fill out the proper paperwork.
There are many schools in the US that offer scholarships, sometimes covering full cost of the school.
As far as in Europe I'm not as familiar. I do know that in Germany, if anyone is accepted into university there, cost of school is free. There are other charges that you have to pay for that are minimal in cost, but the caost of attending is at no cost to you.
It all just depends on where you want to go to university, then just apply and ask questions about sholarships.

Germany - free education? Australia, nope, you need to pay for your tertiary education once you get a job. Our government (federal) has little care for fostering an intelligent nation as a part of the "cost" of running a country. Far better that we sell of our assets and make everyone pay for everything. God help the poorer gifted artists and musicians.
