It sounds like you're talking about just a simple strip of velcro. What might work better is a strap like a Timex Ironman watchband (or a blood pressure cuff) that loops back around so that the hooks and loops are on the same side of the strap. I have something similar for holding pumps to bike frames, and you can get them really tight.
