I decided to find a Normandy 4 because I'm told they are free-blowing and I need that feature for the rock band that I play a little clarinet in. I found a Normandy at a good price, serial #21621, but it is not, according to the seller, marked with a 4 at all, but only "Normandy". Does anyone know if this is possibly the Model #4 ?

There have been very few changes to the design of the Normandy over the years so I don't think it makes much difference if it is a Normandy 4 or another version. Essentially they have a somewhat larger than average bore. With the proper mouthpiece, they will be quite free blowing with good volume.
Try out the horn to see if it is what you like. Try it with a mouthpiece that you are used to so you can get a good comparison. Then once you get a horn (this one or a different one) get a mouthpiece with a more open tip for playing in this band.
