Paxman still are a UK based instrument maker, and still make ("French") horns.

I don't know whether Mark is right that "They became part of Boosey & Hawkes sometime in the past", but I'd be surprised if they were part of Boosey now. Neither their website nor Boosey's makes any reference to a relationship. Boosey's brass manufacturer is Besson.

I've never heard of a Paxman clarinet. I suppose it's possible it might not be the same Paxman.
