Are standard Buffet Crampon Bflat and A barrels interchangeable? In other words, if I want to change instruments in the middle of a concert, can I use the same barrel and mouthpiece on each, or should I change just the mouthpiece?

Yes, I have done that with excellant results. I recommend using your A clarinet barrel for this proceedure as it is the shorter of the two barrels and will therefore allow you to tune both instruments (the longer Bb barrel would not be short enough to allow tuning your A) First, tune your A clarinet by pulling the mouthpiece with the barrel fully inserted. Then switch both mpc and barrel to your Bb and tune by pulling only the barrel leaving the mpc set in its "A" position. When you discover this barrel spacing that allows the Bb to be "in tune", then you are ready to switch freely between your clarinets and be assured of "relative correct" intonation (you will always have to contend with the "cool instrument" problem--but at least your barrel will be warm). For your A, the barrel is all the way on with the mpc pulled a bit, if necessary. When switching to the Bb, leave the mpc set and insert the barrel until the "in tune" spacing is achieved. If your mpc cork and top tendon corks are secure, this shifting is hazard free and works quite well in situations where a quick switch is needed. And remember, if the switch is too rapid for even Superman in his phone booth, that is why God invented Transposition. Good Clarineting!!!!

Do some practicing with your tuner while going through the exercise lined out by William. Also, if you have different brands or different models of the same brand for your Bb and A, you might have more problems accomplishing this goal.

You may also wish to try different rotational positions of your barrels as there is one position that gives best response. This was first seen by me in the "Tree of Life" video in the Buffet factory where they test clarinets for best bell and barrel rotational position before stamping the logo. Good luck.

I always thought that was kinda funny. After they do that, people experiment and end up rotating them to another position anyway ...
