Thanks for all the suggestions on the topic awhile ago. I especially followed Terry's suggestions for a finding a single strap, with the loops on one side and the hooks on the other. Indeed, our local hardware store sells "Get-A-Grip" straps (in several lengths). What I got (for $3) was a package of 6 straps (green) with each measuring 11" long x 1/2" wide. (Their suggested use is to fasten coiled-up electrical cords.)
Cutting them to size so they go once around the mouthpiece with a little overlap to fasten, they work great (I use two.) So far I've just tried them with the fuzzy side against the mpc and reed. I like the sound better than what I got with the assortment of standard-issue metal ligatures and the Rovner (dark) I have on hand, and the straps don't slip (though I'm not ever involved with changing clarinets and mouthpiece, so don't know how well Velcro would work in that case). I also followed somebody else's suggestion about putting on the Velcro first, then slipping the loop up and sliding the reed under, then putting all into the proper place. That works fine.
On the other hand, a couple of rubber bands also worked well (though they're probably not as stable). They're not something one would want to keep in a case with a clarinet with silver keys, however.

These ideas would have to be hopeless because everybody knows that the more you pay for a ligature the better it is. And that is why some cost a few cents to make but sell for megabucks. If they weren't megabucks they wouldn't sell, and nobody would know they were good.
So the biggie is, can you sell the velcro with a price tag of $25? Worth trying. You could claim the expense goes into all the R & D for the very special shape.
