Would this be something to start small children on?

I really don't know anything about these bamboo clarinets but would be willing to bet that they are difficult to play in tune. A recorder might be better to start a young kid on. Some inexpensive models play pretty well in tune and have a fully chromatic range of over two octaves. These are real instruments. I would stay away from toy or novelty instruments. Especially when a decent student recorder can be had for not much more money.

Diz: It was a piece of bamboo with fingerholes and with a clarinet mouthpiece attached. Robert Small is probably right, i.e., that it is probably not able to play in tune.
