 Who's Who in Navy Blue

Can someone tell me if this song is considered a march? I was thinking about suggesting it to my director for District contest. She doesn't want something too easy or too hard, so I thought this would be good, but it has to be a march. Does anyone know what grade/class it is? Thanks.

Try "Washington Grays" (S. Grafulla) at about 120-126 if you want a challenge for the clarinet section and band.
