Casey,
There is not a sanctioned middle school Solo and Ensemble contest by UIL in Texas. There hasn't been for many years. It got to be too big of an operation for the regions so it got nixed a long time ago. Any S&E for middle school in Texas is now generally sponsored by school districts. Some are "invitational" in that they invite neighboring school districts to help defray expenses. Since it is not a UIL contest you are not bound by the UIL Prescribed Music List or PML. Most band directors will want you to pick a solo from the PML because most judges are familiar with them. Go with the flow if that happens.
What did you play last year? Was it a Class II or III? Have you looked at any Class II solos off the PML? If so, are the too hard....too easy? We need some clues as to your abilities as well, and then they would just be suggestions. I don't think one can make an honest appraisal over the internet. Ask your band director for help of a clarinet teacher isn't available.
