I'd recommend Ferree's. They're a Sneezy sponsor. Beside that, they're just plain nice folks to deal with.

You can order them by the dozen or, if you know the exact size(s) you want, by the set. Buying by the dozen is recommended.
I'm sure there are others but I've had very good results with Ferres.

There is an online pad ordering system at www.MusicMedic.com
If your instrument has bladder pads, the pads there will work fine. You can buy as few as one pad at a time.
