If you've eliminated phasing from the fan, it might save time in narrowing an answer down if you list other possibilities you've eliminated.

Sounds like a ceiling fan to me too.

Some types of Audio compression can also cause similar issues. ( Woodwind recordings directly to earlier versions of MP3, for instance, would create a similar affect. )
