Yes, the reason why it’s called bass clarinet compared to clarinet.

Yes - everything you play on a bass clarinet will be an 8ve lower than the written note (in treble clef Bb basso transcription - same as tenor sax).

Notes played on a Bb bass clarinet will sound one octave lower than notes fingered the same on a Bb soprano clarinet.
