The first several hits in a Google search are Sweetwater, Music & Arts, Amazon and Musicians' Friend. They're also available on Weiner Music's website.

On Amazon I see only number 3 medium available. I don't know, maybe because of different region. I'm not in US.

I haven't checked the website itself. But I've found that Amazon (much to my annoyance) lists each strength as a separate entry on the page, so you might find other strengths if you open the full page that the #3s are shown on.
The other places, some of which will have the same price as Amazon, tend to show a single entry for the brand and model with a drop list from which to select the strength.
I think Amazon does it the other way because not all the reeds on the page come from the same 3rd party dealer. Sometimes the #3s come from one place and the #3.5s come from somewhere else.

It’s a moot point how accurately cane reeds can be graded in quarter strengths given the variability of the natural material - and of course cane can be adjusted in ways that synthetic reeds can’t. That said, a few makers are having a go. Gonzales is another, on a couple of their types.
