Dvorak 9 New World articulation question

Just curious about rehearsal 4 end of mvt 2 where oboe has staccato markings
and clarinet has same part with all slurs and a marking of leggerio. Wondered if
Dvorak just wanted oboe to be the more prominent part with the staccato markings?

To make it a little murkier, the strings who play the same passage next (first the violins, then the cellos and basses) also play detached - separate bows for each note. I think the legato in the clarinet works, and the contrast between its sound and the "brighter" sounds of the oboe and the violins could help explain why. But on its face, the difference seems to be just an artistic decision that doesn't really need a public rationale. The "urtext" score and the Simrock (first edition) score, both on IMSLP, show exactly the same thing - legato for the clarinet and articulated notes for everyone else - which suggests that it's what Dvorak intended, whatever his reason.
