Dvorak 9 New World articulation question

Just curious about rehearsal 4 end of mvt 2 where oboe has staccato markings
and clarinet has same part with all slurs and a marking of leggerio. Wondered if
Dvorak just wanted oboe to be the more prominent part with the staccato markings?
