selmer 1401 questions

hi, i have some questions about a selmer 1401 clarinet i want to buy:
1. What note is this clarinet tuned to? the post says Eb, but i just find 1401 tuned to Bb, maybe this model is just tuned to Bb and the seller is wrong (he is just selling it, he doesn't know a lot about instruments).
2. i can probably buy it at $100-150, is that a good price? (it comes with a b45 vandoren mouthpiece) and in the future, if i get "clean and fix" (is working but it could look better) at what price can you sell it?
3. it has a sticker, big sticker with a price on the bell, what can i use to remove the sticker? i know alcohol is bad for the mouthpieces, and this clarinet looks like is made with a similar material, so what should i use?

As said on the r/clarinet sub-reddit, you have to provide a photo, but you can tell by the size if it's a Eb Clarinet or a Bb Clarinet, I don't know anything of Bb Clarinets being tuned to Eb, so I would discard that choice.
