It is not true.
It is patently false.
It was part of an April fools joke from Backun.
Really, no joke.
I can't seem to find the thread here that details this.
No barrel, short of through some electronic means, can alone change a clarinet's pitch beyond the range of acoustical cents, not tones or semi-tones.
Only extension of all aspects of the musical pipe, i.e. both upper and lower joint length and spacing between keys/tone holes can change a clarinet's pitch.
