Does anyone know of any colleges that offer the instrument making degree?

I am sorry but I can't help you exactly. My mom says that you would probably have to go over to Europe to find colleges like that :)

try looking up Berea College in Kentucky. Several years ago, along with academics, they offered coursework in training craftsmen and artisians in various disiplines. They may still do so.

I believe there one in either Kansas or Nebraska that offers this type of training. I saw it in one of the web sites I found this summer. I tried to find it for you but my server has cheapened my service and I can't find half the stuff I could 6 months ago.
