Checked the serial number list but I guess I'm missing something. A friend has A Normandy Bb serial number 167xx. Any ideas as to its age?

You're not missing something; the "official" serial number list only goes back to 1964.
I've been maintaining a serial number registry of Normandy France clarinets.
Normandy reset its serial numbers back to 1 in 1954 or so. The first series runs from 1948-1954, and the second series runs from 1954 onward.
The highest number I've seen on a first-series instrument is 9525, so without looking at your friend's instrument, it's safe to assume it's from the second series.
The second series of Normandy serial numbers was at 12140 by 1958 and 20396 by 1961. Thus, 1959 or 1960 looks to be probable year of manufacture.
The Normandy clarinets I've seen around that serial number have all been the Model 7: wooden body joints, wooden barrel, and composite bell. The included mouthpiece would have almost certainly been a Noblet 2V made from a Riffault blank.
