I don't know if this'll help at all, but my first clarinet was a Noblet, s/n 8167D. It was bought new in 1957 or 1958. The logo is exactly the same as yours.
I understood at the time that the Leblanc-badge instruments were the professional line, the Noblets were considered semi-professional (my repair guy thinks they are terrific horns) and the Normandy line was made up of student instruments (both plastic and wood, if I remember correctly).
I have no idea what distinguishes the Noblet 40 from the 45, either. Good luck, wish I could suggest a next step for ya!
