Any equivalent to Quantz and Leopold Mozart for clarinetists?
Author: ruben

There exist treatises for violin and flute playing from the 18th 19th century. Did any clarinetists write one, discussing phrasing, articulation, tone, etc.?

See Luc Jackman's 2005 dissertation on Early Clarinet Performance and the Frederic Blasius Nouvelle Method de Clarinet (the dissertation is available free online at UMI.)
His references are good though centered on French music.

See references also in Colin Larson's book The Early Clarinet: A Practical Guide (Cambridge).

Neither researcher mentions anything as historically dominant as the Quantz or Leopold Mozart.

Eric Hoeprich's The Clarinet, Yale 2008, devotes several pages (87-91) to early instructional materials, both for composers and players. Earliest, by Valentin Roeser, are Gamme de la clarinet, avec six duo pour cet instrument, Paris 1760 and Essai d'instruction à l'usage de ceux qui composent pour la clarinette et le cor, Paris 1764

Many titles from the continent and England are described, often specific to 4 key, 5 key or more key clarinets. In these pages his account goes up to the early 1800's.

(Followed by 3 pages, 91-93, on reed up vs. reed down practices.)

Yes, read Quantz and Leopold Mozart. All Lawson/Hoperich etc do is relate what they have leant from those sources.
