The piece was composed in 1837. I've understood for a number of years that editions that don't make substantial changes to the music content (as distinct from changes in layout or corrections of obvious errors) cannot be protected under current copyright laws.
In any case, there's no separate clarinet part in the IMSLP offering. Only a score with the note of a "bogus copyright claim" by the publisher, Bärenreiter. The set of score and parts are apparently available for purchase (bottom of the display area). When I clicked on that link and then my cart when I clicked to buy it, it turned out that, although the price is $16.49 USD, the shipping cost from wherever it would come from (I assume Germany) to the U.S. began at $90 and went up from there.
Maybe it can be found for sale by a U.S. distributor (if you're in the U.S.).
