Indirectly I think. To get them to respond you play with a loose embouchure that then causes the flatness.

I would offer a counter to that.
If the reed is supports a good, resonant sound, it SHOULD remain relative in pitch throughout the range of the horn. What I experience as a dyed-in-the-wool soft reed player is that your GLOBAL pitch will be lower, but correctable pushing in at the barrel or just using a shorter barrel.

If harder reeds are not pitched flat, then it might be an embouchure problem. If you 'bite' with harder reeds, then loosen the embouchure on a soft reed, the pitch will be lower and the embouchure is poor. I am a double lipper and I can play the highest clarino without embouchure change on the softest reeds that play well lower.

Depends on what you mean by soft. I have had no problem with my Vandoren 2.5s since 1975. Maybe it has a bit to do with getting used to a reed strength?

The mouthpiece is probably the culprit. The mouthpiece affects intonation, particularly the notes closer to the mouthpiece. IMO the upper clarino (A, B, C) is most affected.
It also seems to me that the intonation of softer reeds is less stable, and this is especially noticeable in the high notes.

It seems like this is key to the answer. A reed that is too soft for the mouthpiece will go flat even lower than the altissimo. It will start to tend low around G#5. But it will also be reedy and thin down into the chalumeau.
