 That's an older model Selmer bass neck. Looks like an attach port for an instrument microphone. The mic snaps on after you take the cover off and it is usually plugged into an equalizer/pre amp of some sort.  
 
I've owned a Selmer Varitone and put pickups like this in the neck of a sax and into the barrel of a clarinet. I don't recognize this brand.

 I'm guessing it's from the '60s as later bass crooks don't have the reinforcement ribs on them as well as being nickel plated.
