If buying White Master, try to get the ones marked "White Master Tradition", as they changed the cut some years back, had 10000 complaints, then brought back the old cut with the new designation.
Most people I've met who used German cut reeds on Boehm mouthpieces played on the Black Master, not the White Master. Yes, they found some mouthpiece windows too wide at the tip.
I have personally found the different in "relative strength" to be more like 1 whole size, not half (ie when I played on 3.5 V12, #3 Black Master/White Master was still way too strong) but this may vary due to many factors (ie the player, the weather etc).
