I'm about to tackle this for the first time although I've recorked numerous tenon corks but never for an articulated horn.
I'm wondering whether to measure up carefully and pre cut the hole prior to cementing the cork but would appreciate any advice on offer.

No, don't cut out the hole first. You'll wind up having to trim it anyway, even if you can get it on the tenon correctly. Also, if you cut the hole in it, the cork will be hard to manipulate into the correct position without it buckling somewhere.

If it has a plain hole flush with the tenon slot, then cork it as normal and cut out the C#/G# tonehole once it's in place.
If it has a raised wooden bush (round or square), then mark it out and cut that out first, then glue the tenon cork in place starting at the tonehole bush, then the bevelled side and then the overlap last. Have the join on the back of the tenon as normal.

You can make a "pilot" hole before gluing anyway to make it a bit easier to cut after.
