In the second measure before Rehearsal 10 there is a C double flat making it a Bb
the same as previous note ? Notation error? In looking also at last eight notes in that measure each pair of 16 th notes goes up a whole step from first note to second. The whole sequence of pairs goes down a whole step each time major. 3rd drop between pairs? So 16 th note on beat 4 would be an E? Thanks ... confused with notation here.

The score isn't available on IMSLP to check the parts. The piano accompaniment is more available - most serious trumpet players and students probably own a copy. You might have a look at the piano reduction to check on the harmony at that spot.

What part are you looking at? I have a copy of the first clarinet band part and there are no flats 2 bars before 10--only sharps and double sharps. We may have different parts--mine is hand written. Beat 4 of my measure is 4 16ths-- E, F#, D#,E.

I happen to have (I don't recall why) the trumpet-and-piano reduction of the Arutunian published by International. But it has letters rather than rehearsal numbers. Assuming that you're talking about the 8th bar of Meno Mosso (8th bar of letter D), the concert pitch notes are given as:
beat 1: E F# G# A
beat 2: B C D E
beat 3: F# G# E# F#
beat 4: D E# C# D
