Is the tuning generally good? Is it only a few notes that are flat or is the whole clarinet flat across all registers?

I recently had same problem with an older R13 Prestige A clarinet. The solution was to use a shorter barrel.

If you can get a 64mm barrel you should be able to to tune to 440mm.
Or cut the original barrel by 1mm.
