What is the basic technique for fixing right hand rings that are no flush enough with tone holes? Do I put a pad seating tool under the pad and bend the rings down?

I place some form of "stop" under the connection between the pad cup and where it terminates at the rod. Then try gentle pressure on the top ring. Sometimes also independent pressure on the third ring is appropriate. If you go too far (rings now are BELLOW the surface of the tone holes), you put a stop under the top ring (or furthest ring too perhaps) and apply pressure to the top pad cup.

The height of the rings depends partly on the pad. If the pad is not perfectly level then extra pressure is needed to close it, and the pad on the right hand key (with three rings) is often not installed well.
Using hook nose pliers I lift the arm of the pad cup and push down on the rings. Perhaps some sturdy cord or wire could be used to pull up on the arm. That way there will be no damage to the pad or tone hole.
