You could work with someone like Allan Segal to have a custom barrel made. Or, you could buy a Buffet-style barrel (Moennig, Chaddash, etc.), which I suspect will have a narrower bore than the 10, and have a good repair person ream it to match the clarinet. You could probably do the same thing with a 10G barrel, but those are hard to find these days, too. Or, you could have a good repair person make a rubber lining for the barrel you have that can be reamed to the right shape and diameter.
All of those options are more expensive, probably, than waiting for one to show on EBay, but with Allan or with a competent tech you'd get a usable result.
I'm a little doubtful that you'd get such a tuning discrepancy between registers only because the barrel has the wrong bore size. Have you had anyone knowledgeable look at it?
