I'm hoping to find software that will transpose sheet music from the written key to another.
I did find one program "PDF to Music Pro" but both my pc and laptop's anti-virus warned me it was not safe to download.
Any suggestions? Shareware would be ideal.

Ironically, the thread I started looking for a transposed version of the bass clarinet part to a piece by Alfven pretty much devolved into a discussion of that. You could look there, to start.

There are many versions of Finale. I have the complete version, but there should be less expensive versions which will transpose a single part or a small score.

I'm a Dorico fan, but the real problem is getting sheet music into your chosen program. There are scanning/OCR programs to do this, but there's always quite a lot of clean-up to do afterward, so make sure you have tons of time on your hands.

I am using „PriMus standard“, columbussoftware.de, 89 €; (first try „Primus free“!). For scanning sheet music „Sharp Eye“ is, in my experience, absolutely worth its 179 €. Free test version available. Spares lots of time. Cleaning up is not a big problem if at first you got the scanning right (with difficult originals I first scanned and improved the scan via Photoshop).

Keep in mind as you look for notation software that some products, like Finale, e.g., can read musicxml files but current versions no longer can scan music.
Look carefully at product capabilities before buying or even downloading free software. Unless you want to enter all the notes manually, you need software that can scan a page and turn it into something editable.
Consider, e.g., Musitek Smart Score Piano Edition $79 https://www.musitek.com/smartscore-piano.html
And, as others have mentioned, be prepared to spend time editing the scans.
Once that's done, the transposing just takes seconds.

Michael, I was an early devotee of Sharpeye. Didn't they become (or merge with or sell to) Neuratron with Sharpeye being absorbed into Photoscore? When I Google Sharpeye I get links that take me directly to the Neuratron site.

I haven't found a scanning package that I've been happy with.
For entry/transposition, I use Lilypond. If you happen to dabble in any kind of computer programming/coding/scripting, then Lilypond is pretty straight-forward and easy to learn. Otherwise, it can be tricky to get into.
Transposition is super easy,
The nice thing about Lilypond is you can enter your score using any text-entry device (text editor, word processor, phone text entry, e-mail, etc.)
It's free and works on MacOS X, Windows, and Linux and has great documentation. Also, the score output is beautiful.
It isn't for everyone, but it works much faster than Finale or Musecore for me while entering hymns/scores/leadsheets.
