 Is my Buffet an R13?

It bears the serial number 36XXX which one site dates to 1949 though I am aware the R13 was officially in production from 1955 or thereabouts.

Yes, it is an R13 "MASTER BORE" Buffet clarinet.

Buffet Crampon began manufacturing "POLYCYLINDRICAL BORE" R13 in 1955.

It is not an "R13".

The official designation by Buffet was "MASTER BORE" model.

The common name today for these instruments is "pre-R13"
