The information here is about as good as it gets. manu of the 100s of companies that used to make clarinets are now gone and the records were not kept. IN many cases no seial number records at all were ever kept, and many companies sub-contracted to different music stores and produced instruments with serial numbers assigned by a store (the "stencils").
If the clarinet is listed in Langwill then sometimes, if the marking changed when someone bought a company or if the owner's successors took over and changed the mark we can determine the general range of the dates it could possibly have been manufactured.
Even Steinway does not have complete records or histories of their pianos. The yearly production of Steinways is a lot smaller than the yearly production of one of the smaller clainet manufacturers to boot!

I have an old clairnet that is identified by RSIOUR - Paris France. I am curious as to what the
value is. Please respond if you have any information that would help me.

Dating older clarinets often means a return to more formal, genteel ways. Most appreciate some flowers at the door before you take them out to dinner and then on to see Cats.
