I recently bought a Selmer series 10 Full boehm clarinet (X series serial #)
BUT
The Chalumeau register plays completely flat and then the clarion register plays really sharp
The only thing I could see causing the damage is the 67mm series 9 barrel that came with the instrument
Is there anything I could possibly do to get it in tune?

One possibility is that your mouthpiece chamber or bore could be too small. Try finding an older Selmer C85 or HS.
But as you said the more likely issue is that your barrel is not correct for the instrument. I'm not very familiar with old Selmers but I believe the 9 is a large bore instrument while the 10 is a more modern smaller bore.
The good news is that old mouthpieces and barrels are cheap so you could always experiment until you find the right setup. I would start with finding a 66mm Selmer 10 barrel.

Would buying a 10s or 10G barrel be the same as the normal series 10?

Either would probably be better than a series 9 barrel, but there may be a slight difference. I would imagine a 10s barrel would work better than the 10G.
