I've posted about this more thoroughly when others mistakenly mentioned the 221II is tuned to 442 so they need to open as much as 1/4 of an inch, etc.
Briefly, choosing a middle (bore length) note, about 700mm (approx the middle C area). Using a relatively large difference of 443 to 440, it is about 0.07%, so approx 5mm in length. If this note is tuned to 443, opening 12mm would make it much lower than 440. More for more open notes, less for more closed notes.
There are some other (mostly minor) factors but this is just to give a rough perspective of how much needs to be opened for certain differences. Also considering pretty much everyone needs to have it a little flexible (i.e. even in the USA you can't have the clarinet play sharpest at 440 when it's cold).
