Year really doesn't matter, all Bundy basses play fairly well in the lower register when set up properly. The design and quality of the Bundy Bass clarinet model really hasn't varied much over their production (relatively speaking). The upper register can be a pain but with practice your embrochure will improve and you should have no problem playing the upper notes.
Just be aware that it's often cheaper to buy a bass that's already serviced and in good playing condition. Repair shops often charge more for repairs on bass clarinet as it is a "specialty instrument". Unless you have deep pockets or can fix instruments yourself don't buy a "project horn".
