What paste or compound that's available in the UK here should I use for heavily tarnished keys?

You can use Tripoli and finish with jewellers' rouge if you're machine polishing them (using a buffing machine or using a Dremel), then clean/degrease them and hand polish with a silver cloth or old T-shirt - both for unplated nickel silver keys and also nickel plated keys.
If you're hand polishing them, then Brasso will be fine - but it will take ages.

I’ve used Peek polishing paste successfully on heavily tarnished nickel keywork. Available in the UK from Robert Dyas or similar, or online. It comes in a tube at around £5-6.
