Since 2009 the E11 has been made in France under Buffet management (at the old LeBlanc factory, I believe. The newer ones I have seen are imbued with the variability that Buffet is reknowned for, so if you buy a new one, expect to need some work. IMHO, you would be better of buying a recent Vito 7214 (from eBay or shopgoodwill.com for <$50) and spending $200-$250 for a thorough service; the keywork on these is very nice. When set up well, these are very competitive with an E11 that is similarly set up and they are stable and rugged (I have seen several E11s less than 20 years old with significant cracks, including one that was bought new for one of my kids).
I have only seen one of the Uebels and it played well.
