I thought I'd post it here since I did it for another purpose anyway. Not the best photo because I rushed the light and stack, but a high magnification of a tone hole.
Photo is approximately 1/3 of the tone hole diameter. Real life size of tone hole diameter is about 5mm.

There is nothing in the photo that gives any context. If you didn't mention "tone hole" it could easily be a mysterious sloping range landscape. Can you do another photo but less close-up?

Do you feel you are able to name the maker of the instrument? I've seen a tone hole on a new R13 that had ridges like a jagged mountain range. It didn't and in fact couldn't seal until the tone hole had been treated. How it got through Q.A. puzzles me.

I realize I made a mistake and edited the original post. The clarinet in the photo is not the one I thought it was. I had a two clarinets of the exact same model next to each other and confused which one this was. It's not new at all, so it's entirely possible it happened... who knows when. However new clarinets by the same and other companies are often like this so as far as QC that still stands.
A couple of things. First, it looks bad in this magnification but the "chips" are actually a little hard to see even with a regular magnifier. Second, the purpose of the photo was (at least for me) just to see a tone hole in very high magnification because I like taking very high magnification photos of instrument parts (though this one isn't very good relatively). Just thought others might be interested to see it too.

The second pic helps to put the first one in perspective for me and shows the defect more precisely. If, as you say, "the chips are hard to see even with a regular magnifier", then perhaps the pad would conform to this defect. But how does it play?
