In your opinion what are some of the best vintage clarinets in terms of tuning, tone and craftsmanship?

I'd say the Buffets from the 90,000 series but no clarinet is perfect.

Agree with Ed. Marcellus used a 1928 Buffet for many years. It was a straight bore, pre R13. But Hans Moennig did a lot of work to it.

To get a feel of what these sound like try a Yamaha CSG111 clarinet. A German clarinet, but it has a straight bore. Then you will have that sound in your ear. It is a special sound. It isn't a small sound at all. It's big and warm. Not to be confused with dark. Then try some vintage horns that have that sound. When you find one have a good repairman tune it up a bit. You will love it.

I agree with Ed also. I am doing a complete restoration on a Buffet R13 serial number 107,000.
