On my Tradition, the lower joint has a mirror-like bore while the upper joint is rough like wood grain. My peer's R-13 doesn't have this discrepancy. I feel like it slows down my air. When I play in the left hand, the sound is airy and less resonant than the right. Could this be the issue? How could a tech fix this?

Since the air has to go through the upper joint before reaching the lower one, I doubt that this is causing the issue you describe.
I'd try to forget about it, but now you've seen it you probably won't be able to.
I don't know how to fix it. Wax maybe.

There is very little air flow in wind instruments. Flute and Tuba probably have the most - oboe the least. The air is used to set up vibrations. That being said, my understanding is that a smoother bore is preferable to a rough one.
Interesting note - A rougher bore can decrease resistance to airflow. Think of the dimpled surface on a golf ball.

Or the rough texture of a shark's skin ... lowers the resistance moving in water.
Some MP makers actually brush or texture the internal surfaces.
On my R13/greenline, it looks like the upper bore was polished before the final reaming/drilling was performed ... you can clearly see the poly-cylindrical steps ... and the top most part of the upper joint is relatively rough ...
Rough/smooth ... might not make a nickles worth of difference ... most important is the bore accuracy.
