Based off the one picture you attached, that bell is from a (Probably early 1900s or late 1800s, as that's the only era I've seen Buffets with importer markings) buffet that was imported by a music store or retailer in Habana, which is the Spanish spelling of Havana, the capital of Cuba.
(I'll add some more pictures would be extremely helpful for identifying the clarinet, as the bell could be from a different clarinet.)
Is the rest of the clarinet marked with anything?
The mouthpiece you mention is a 1950s (roughly?) Woodwind Company mouthpiece, which probably plays fairly well if it's in good shape.

I would add that I have seen quite a few post 1900 Buffets with the importer marked on the bell, so the instrument could be somewhat later.
The serial number should be on both main joints if these are also of Buffet manufacture and the numbers can generally date the instrument to a specific year.
