Keep in mind that while Prokofiev's music is public domain in the EU, that is not the case here.
Although you won't get in trouble (probably) if you download it for personal use, I'd be careful about performing it in public.
The popular version by Kent Kennan was made with permission from the copyright holder. Taking a quick look at this arrangement, it looks to be identical to the Kennan arrangement, which is also protected by copyright.

I would like to clarify that y made this arragement based in the original flute sheet, but thanks for effort of legality.

In the USA the agent for the copyright holder is G. Schirmer (I think - could be Boosey and Hawkes).
However, that would be different in your country. It might be Sikorski.

The arragement seems identical to the Kent Kennan because, casually, it is the same work hahaha.
I have made the arragement based on the original of flute (and supose that Kent Kennan too), and based also in the 1st movement recording played by Franch Ballester.
