Reissiger died in 1859, so his music is public domain; however, if there is editorial text on the copy and the music is copyrighted 1923 or later it'd be proper to cover up the editorial text before copying.
I know it's a nitpick, but I'm that way when it comes to copyright ...

The ICA collection has some Reissiger pieces, but not the one you want. See http://www.lib.umd.edu/UMCP/MUSIC/R.html . A quick web search turned up several pieces by him, but not Op. 180.
You might want to check with the British and Australian societies.

Hi Charlie,
I just happened across your announcement on the clarinet web pages this afternoon. It seems you're looking for a pretty obscure piece; I didn't even know there was a second Fantasie. I did a little internet searching and came across a thematic catalogue of Reissiger's music (you may already know about this). This book was in the collection of the Berlin Staatsbibliothek; it might have some helpful information in locating the manuscript score of the piece. Here is the citation:
