I am play testing 4 Vandoren M30's right now and one of them is very different than the other three. The three normal ones have the horizontal sanding marks on the facing, while the one that is different has no sanding marks at all on the facing. It is matte and completely smooth on the face. Why is this?

Could be someone else had it "on trial" from the vendor and tried to improve it before he decided he still didn't like it and sent it back.
Doesn't really matter - if you don't like it, either, then you should send it back, too.

I was gonna purchase an M30 from the local dealer until I looked at several and the finish and symmetry of the rails and especially the tip rail was all over the map ... looked like the MP finisher had a little too much wine for lunch?
This is not usual for modern day Vandorens ... I have found the consistency fairly good on other facings. But I still do a visual inspection and selection before buying a couple ... I usually don't play test in a store, but live with the MP for weeks before making a final judgement. Then it goes in my clarinet case or a shoebox.
