At least on clarinets, Buffet used serial numbers only beginning in 1885. Your oboe could pre-date 1885. However, the C. Fischer stamp on the bell (it was the exclusive importer) argues that it was made later than that.
On clarinets, the serial number is stamped on the back of the upper and lower joints near the top or the bottom. Early serial numbers were small and stamped very lightly. Scrub the area with an old, damp toothbrush to get any crud out.
