Well, Sam Ash might not be a complete waste of time. As a supporter of brick and mortar stores, I go there when I need reeds and/or musical supplies rather than mail-order. Can't say for sure what their selection of V21s might be, but you should probably call ahead anyway, and they're a 10-minute subway ride from the Village. If Roberto's is open on Saturdays they might have them too, but I wouldn't go out of my way for Roberto's unless you want to see an old-fashioned repair bay with saxophones on display and a nice selection of mostly sax accessories. It's remotely possible that Rayburn Music, up by Lincoln Center, has them too--but again, I'd say call ahead first.
Last time I was at Sam Ash, they still had a decent selection of music out too, in bins, in case you wanted to browse clarinet or flute music. With the closing of Frank Music, I don't know of another store in NYC where you can actually handle music anymore.
More exotic reeds than V21s, though, no. Those days, sad to say, are gone in NYC, as is the legendary reputation of 48th Street as a music hub.
